Pharmacy director invited to discuss high cost drugs at AMCP partnership forum

UMass Medical School Pharmacy Director Paul L. Jeffrey, PharmD, was one of 40 experts selected to take part in a recent Academy of Managed Care Pharmacy (AMCP) Partnership Forum, Designing Benefits and Payment Models for Innovative High-Investment Medications.

A pharmacy director in UMass Medical School’s Commonwealth Medicine division, Dr. Jeffrey also serves as director of pharmacy for the Massachusetts Medicaid program, MassHealth. Jeffrey provides broad clinical support to MassHealth, and has introduced innovative programs in the areas of opioids and pain management, as well as behavioral and mental health. He is also a clinical associate professor of UMass Medical School’s Family Medicine and Community Health and chair of the AMCP’s Professional Practice Committee.

The forum, held this July in Baltimore, Maryland, centered on an evaluation of various innovative payment models that should be considered to manage the increasing number of high-cost medications entering the market each year. Participants in the discussion included pharmacy experts affiliated with health plans, pharmacy benefit managers, employers, national professional associations, the federal government, and biopharmaceutical companies.

Experts contemplated non-traditional approaches health care payers may consider when selecting payment models, and considered obstacles that include federal and state mandated recovery requirements. Among the models examined were long-term annuity payments, reinsurance markets, performance-based payments, and milestone contracting.

AMCP expects to publish a report summarizing the forum.
